Certificate Management
Fixed an issue where manually entered dates caused errors during certificate upload.
Resolved a problem where the PDF file would disappear when updating a certificate.

Improvements:
Data Quality Dashboard "Show all requests"
Optionally disable the time interval filter to only use all other filters without the need to extend time interval to the past "until beginning of time".
Previous behavior: Shown data always considered selected time range. Due to the fact that the data is sent in regular intervals it is not always known which records have been shared when. For these reasons the user had to select a start date far in the past.
New behavior:
If the "Show all requests" switch is ON, it will fetch all the records from the beginning of time.
If this switch is OFF, it will enable/display the date filter
